Hmm - not sure about this one. Wulps definitely doesn't sound right. I'd use that to describe a woman (and only a woman) who dresses and acts provocatively. It doesn't have any negative connotations in my mind; if I thought the clothing was inappropriate I'd use something stronger.

Ontuchtig is something my grandmother might have used, but her usage could apply equally to a lack of morals or a lack of discipline. I'm sure I heard her use it to describe very disobedient children (who might be sent to een tuchtschool, juvenile hall).

The closest translation I can think of would be one of the synonyms Van Dale lists for wulps, which is wellustig. I think it comes closer to the balance of positive and negative connotations that 'lewd' has.
