Exactly. Chinese politeness rituals require that guests be apologetic about leaving and hosts be forceful regarding their hospitality. You could consider it short for, "If you must go, at least go slowly."

I hear 맛있게 드세요 but 잘먹겠습니다 (어요) is a thousand times more common. Also Koreans always ask me how to say this in English. I can never think of anything proper and so I usually tell them "bon appetit" to which they always reply, "No, ENGLISH!"
