Welcome to the wonderful world of "environmental discrimination." When I was working on analysis projects for expansion of SFO airport, the solution that involved the least bay fill, the least overall community noise impact, and the best airfield traffic patterns had to be discarded simply because one of the very few places the plan would have created more noise was over a low-income community built on another pile of landfill further up the bay (Hunter's Point). I just slapped my forehead and kept analyzing, 'cause my job was to be impartial analyst, not community politician.
