It's not. He eventually got around to saying that he violates traffic laws all the time but that's fine because he "pays the consequences". So the legality angles is--as I surmised all along--a complete red herring. He's just trying to find a respectable cloak for his racism. (Why, I don't know, because he's blatant enough about it otherwise.)
