"File" is emphatically not neerzetten in Dutch. Neerzetten is only used for the act of physically putting something somewhere, i.e. putting a vase on the table (de vaas op de tafel neerzetten). The verb you're looking for here is archiveren or classificeren, possibly even rubriceren. The sentence would then be, Archiveer/Classificeer dit onder 'B'. It sounds weird, though. I'd say, Dit valt onder categorie 'B'.

In Belgium we would use klasseren. I worked as a file clerk for a shipping company when I was in high school, and I definitely heard: "Klasseer dit onder B."

How would you add the sense of "should"? Man zou...?

If you wanted to use men, you would say: "Men zou dit onder B moeten klasseren."

Oh, and of course 'dit' would be 'het'. Don't know why I changed that in the second example.

Yes, you could use either of these, but to my Dutch ears, they sound a bit awkward. I think I'd go for Dit hoort onder 'B' thuis, with horen adding the ought/should dimension.

You're right, klasseren is better than classificeren. I've heard it, too, albeit not very often. However, I think the word we're looking for is rangschikken. The sentence would then be, Rangschik dit onder 'B'.

I think in Flemish I would associate rangschikken with objects, rather than files. I might use it when asking someone to put a bunch of canned vegetables, or goods on display in a store in a certain order, but I would use klasseren for files of paperwork in an office situation.
