I know nothing of the specific situation, of course. But it's not uncommon for one provider's signals to penetrate while another's doesn't, or for that matter for two phones on the same network to deal differently with a weak signal. (I can use my phone in the middle of our building. My assistant, also on Verizon, gets no bars on his smartphone.)
But it also may be that they weren't interested, or even that the long-awaited social norm against subjecting captive audiences to one's conversations is beginning to coalesce. (Though it hasn't reached the L yet. :-) )
