I still think they need to just relocate the whole darned city. Keep the French Quarter as a tourist trap if you must; after all, it's built on the oldest and highest ground and is most of what non-residents care about anyway, and just move everything else someplace nearby that _isn't_ below the level of three adjacent bodies of water.
